The Islamorada sandbar: the rules that apply

The short answer

We found no Village, FWC or Sanctuary rule written for the popular Islamorada sandbar near Whale Harbor when we checked on October 21, 2026. What is sourced: a Slow Speed Minimum Wake zone in the Whale Harbor Wheel Ditch, no-boat swim areas 300 feet off Port Antigua and White Marlin Beach, 4 knot limits near divers and shorelines, Sanctuary rules, and a $250 fine.

People ask where the Islamorada sandbar is, how deep it is and what is allowed there. The plain answer first: we did not find a Village, FWC or Florida Keys National Marine Sanctuary page with rules specific to the sandbar near Whale Harbor, such as alcohol or anchoring rules, when we checked on Wednesday, October 21, 2026. The pages that rank for it are boating-app blogs, booking pages and an older travel post; none of them cites an agency. So this page gives you what the agencies do publish, and says plainly what they do not.

  • We did not find a Village, FWC or Sanctuary page with rules specific to the popular Islamorada sandbar near Whale Harbor (such as alcohol or anchoring rules) when we checked on October 21, 2026. The Village's published rules cover the Whale Harbor Wheel Ditch slow-speed zone and the Port Antigua and White Marlin Beach swim area. What is not published

  • No sandbar-specific alcohol rule from the Village, FWC or the Sanctuary.
  • No sandbar-specific anchoring, motor or music rule.
  • No official depth, tide figure or location for the sandbar. We do not print one.
  • No adopted text or map for the 2024 change to the Port Antigua and White Marlin Beach swim area; the Village posted only a January 9, 2024 business impact estimate.
  • No start date for NOAA’s 2027 anchoring ban in Sanctuary Preservation Areas.

If any of these rules appear, we will add them with the agency’s link and the date we read them.

The Whale Harbor Wheel Ditch: slow speed, minimum wake

Village Ordinance No. 22-05, adopted on second reading October 6, 2022, establishes a Slow Speed Minimum Wake zone in the Whale Harbor Wheel Ditch, “mangrove fringe to mangrove fringe.” It is the one Whale Harbor rule the Village has published. For orientation, Whale Harbor Marina, a charter fishing marina, lists its address as 83413 Overseas Highway on Upper Matecumbe Key, and US 1 crosses Whale Harbor Bridge between Windley Key and Upper Matecumbe Key. We have not verified any sandbar trip from that marina, so we do not describe one.

Swim areas where no boat may run

The same ordinance created a contiguous vessel exclusion zone and swim area off Port Antigua Beach and White Marlin Beach on Lower Matecumbe Key. No vessel may be operated within the area generally located 300 feet from those two beaches, as shown on the Village’s map. The Village’s own beaches carry their own rules too: Anne’s Beach and Library Beach Park both say no motor boats or PWC.

Four knots near divers, shorelines and anchored boats

Village code prohibits running a motorized vessel faster than four knots, or with a wake, in marked idle speed no wake zones, within 300 feet of a diver down flag, or within 300 feet of improved residential or commercial shorelines. Sanctuary-wide, NOAA prohibits going faster than 4 knots or making a wake within 300 feet of residential shorelines, stationary vessels or reef navigation aids outside marked channels, and above idle speed within 300 feet of a divers down flag. At a busy sandbar, these are the speed rules that are written down.

The $250 fine

Ordinance 22-05 sets the civil penalty for breaking these Village vessel rules at $250.00, enforced by uniform boating citation.

Sanctuary and state rules that travel with you

The Village says the waters around the Keys, Islamorada included, are designated Outstanding Florida Waters. On the reef’s Sanctuary Preservation Areas, NOAA bans fishing by any means, taking or possessing marine life, touching or standing on coral, and anchoring on coral or when a mooring buoy is available; in 2027 it will ban anchoring of any kind in most of them. FWC prohibits lobster harvest at all times in the Sanctuary’s no-take areas. If a lobster is your souvenir, check the fishing page first.

On shore, the Village defines sea turtle nesting season as April 15 to October 31, with most nesting between mile markers 72 and 83, primarily on the Atlantic shoreline. Report a sick, injured or dead sea turtle to FWC at 1-888-404-3922.

Getting out there

High view along a wide green channel: small motorboats leave white wakes in the water between low mangrove shores, with houses and docks along the far bank, under a blue sky with big white cumulus clouds; a power line crosses the top of the frame.

With your own trailer boat, the Village’s public ramp is at Plantation Yacht Harbor Marina in Founders Park, 87000 Overseas Highway at MM 87 bayside. The Village lists ramp hours of 8 am to 6 pm daily, free for Islamorada residents with ID and $30 each way ($60 round trip) for non-residents, at rates effective October 1, 2026. FWC’s ramp finder still shows $40 per round trip; we use the Village figure. FWC lists the Indian Key Fill ramp as temporarily closed for repairs. Without a boat, booking sites sell sandbar tours from charter operators. We have not checked any of them, so we name none and quote no prices. If you rent a boat, you are the operator and every rule above applies to you.

Before you pick a day, the date checker shows whether it falls in a lobster season, a tournament weekend or hurricane season, which NOAA gives as June 1 to November 30. Read the ordinance itself on the Village’s site.
